The Pharmaceutical Care Management Association (PCMA) recently announced that former Nevada Insurance Commissioner Scott Kipper has been appointed as the association's new vice president of state affairs.

"As a former insurance commissioner and health industry executive, Scott has broad experience with the challenges our industry faces in the states," PCMA President and CEO Mark Merritt said. "We are excited and fortunate to have him on our team."

Kipper was appointed commissioner of the Nevada Division of Insurance two times, and was the deputy commissioner in charge of the Office of Health Insurance for the Louisiana Department of Insurance. He was also CEO of the state's Office of Group Benefits and served as the administrator of the State of Oregon Insurance Division.

PCMA is the national association representing U.S. pharmacy benefit managers. PBMs administer prescription drug plans for more than 210 million Americans with health coverage provided through Fortune 500 employers, health insurance plans, labor unions and Medicare Part D.

According to research from Visante, PBMs will save consumers and payers almost $2 trillion in prescription drug costs over the next decade. The research also shows that another $550 billion could be saved if payers used the full array of savings-tools that PBMs offer.
