Iowa officials warn food vendors about extortion scams targeting Dubuque area

The Iowa Department of Inspections, Appeals, and Licensing issued a statewide warning on July 7 to food license holders after reports of targeted extortion scams against mobile food vendors in the Dubuque area.

According to the City of Dubuque Environmental Services and the Dubuque Police Department, at least two local mobile food vendors have already fallen victim to this scheme. Officials said scammers are continuing their operations in the region by contacting current and potential food establishment licensees, demanding immediate financial payments or sensitive information under threats of regulatory action or license suspension.

The scam typically begins with fraudulent emails offering paid vendor spots at high-profile local events such as the 40th Fireworks & Air Show Spectacular at A.Y. McDonald Park. The emails appear legitimate, providing event logistics and requesting upfront fees for permits or registration. Vendors who respond discover upon arrival that event organizers have no record of their booking and that their money is lost.

DIAL urges all vendors to apply for licenses only through its official website and verify their status online. Officials recommend independently confirming event organizer details rather than relying solely on contact information from unsolicited emails. "Contact the DIAL Food Safety Bureau or your local food inspection agency directly if you have questions about licenses or fees," DIAL advised.

With summer events underway across Iowa, authorities warn there is a possibility that these scams could spread beyond Dubuque as con artists move between regions during festival season. Vendors statewide are encouraged to remain vigilant.

Those who believe they have been targeted or scammed in Dubuque should contact the Dubuque Police Department immediately; others elsewhere are urged to notify their local police department.
